I purge the Cache (Purge all cache related items, this includes any cached template files or queries.) to Mxproject forum in the admin panel in phpBB3 to see if it improves the loading, and updated to the latest version of phpBB3 3.0.10 which got released on Monday.

These might help with page load speeds, and reduce errors related to the server if it is a phpBB3 problem.

I think it might be ISP, DNS or your router related since routers can also have connection problems with certain sites sometimes.
