How important is optimizing HTML and CSS files for webpages?

How important is optimizing HTML and CSS files for webpages?
I think optimizing HTML and CSS is pretty important since there are still some people who use dial-up and slow internet providers. Plus, saving bandwidth and shorting load times are always good.

i think optimisation is important, saving bandwidth, minimising page load delays. though there ar eother thing sto consider as well.
though i don't particularly care about how "optimal" my code is and whether or not i take into variations within browsers.
i consider "functionality" and "practicality" over "prettyness" and the such, i see no point in spending 2-3 weeks on a flash template that makes it impossible for your site to be navigatable easily, or having 3-400 links per page just for people to navigate the site.
i'd take practuicality over "optimal" or "pretty"
