Are portable CD players and DVD players rarely used these days because of MP3 players which can play video?

I think portable CD players are mostly not used except maybe for portable CD players to play MP3 files burnt on CD.

Portable DVD players are probably still used when going on long car rides, and places with no TV and DVD players. But, portable DVD players will probably be replaced by laptops, iPads, and other similar electronics which can play long video files or DVD discs.
