I know there are more user friendly Linux based operating systems like Ubuntu Linux, Linux Mint, and Puppy Linux.
I think Linux is also used on a lot of older and slower computers like the Raspberry Pi 2 mini PC which only have 1 GB of RAM, so automatic updates may slow down some older and slower PCs.
When is it time to upgrade?

I know you can install a GUI to any linux, but you still need to know enough to get to that point.

Chromebook's Chrome OS is based on Linux. Some Chromebooks now let users install Linux programs in Chrome OS. But, installing Linux program in Chrome OS is still in beta.
Google Android is also based in Lunux.

Re: When is it time to upgrade?
I think it may take too long for Google to make an OS from scratch, and make sure the OS works for most modern CPU, onboard video and sound chips, USB chips, motherboard firmware, and Wi-Fi chips. Linux is comoatible with a lot of PC hardware un my experience.
Google probably wanted to very quickly make Chrome OS by making it based on Linux, so more poor people can afford a cheap laptop to use Google Adsense, Google Adwords, Google Search, YouTube, Blogspot, and other Google owned webdites which make billions of dollars per year from users clicking in Google ads.

If anyone could make an OS from scratch though it be Google, they have the time, resources and money to make it happen.

This is true Google has the time, money, and resources to make a custom OS from scratch.
I feel making Google Chrome OS and Android based on Linux means Google can make it easier for laptop companies like Samsung or LG to install Chrome OS and Android onto hardware like regular Intel/AMD laptops, tablets, and smartphones which are already compatible with Linux since Linux works on so many different types of hardware devices like sound cards and video cards.
