I think adding support for Windows 98 may not be too hard for Clamwin antivirus since it does not have any advance features, and you need a thirdparty add-on like Clamsentinal for adding real-time scanning.

Clamwin is free, and mostly get money from donations and ads on its website, so not including Windows 98 may cause Clamwin to not get enough money from donations and ads to pay for their website hosting, domain name, and other expenses.

It's great that they do that, actually any programmer could do it if they felt like, not sure if its hard to code an AV from scratch or not.

I think making the virus definition database would take a lot of time, so Clamwin use the ClamAV database which is maintained by many people.

I search YouTube, and a few people made tutorial videos on making an Antivirus with Visual Basic. I imagine making an antivirus would be hard because Visual Basic can be difficult to learn, and many people may end up spending many hours reading programming books to make simple 2D programs like Antivirus programs and web browsers.

I would almost think there be a public database that most people could use.

I think most free Linux, UNIX, Windows, and Mac antivirus without a paid version use the ClamAV free database because many people and software makers work on it.

Pretty sure there is a central database most AVs use, to quickly update and block the latest threats.
