I think there are also a lot of websites and mobile apps which are made in China. I think there are also a lot of Chinese made games.

A lot of people in China have internet access, so it is possible that a lot of people in China want to make software, and earn money from selling software which they made in a few months to years, and with a $300 desktop computer.

I know people often go to cafe's in China to get free internet to do what they need to do, even create viruses.

I heard a lot of PCs in internet cafes are fast enough to run modern PC games, so they could be fast enough for making viruses.

Doesn't take much to generate a code, might even be able to gather the PCs to use as a host of type to spread them.
