I imagine homes in hot places like the desert without good air conditioners may cause more advance and faster AI computers to over heat.

They wouldn't be able to run, they burn out and lose all their internal stuff.

I imagine they may run at a slower speed to prevent burning out, or starting a fire,

True, you could limit them, but that would make people not enjoy them.

I think companies can also get sued if the a company release firmware which slowdown their CPU where the speed reduction is very noticeable.

I know Apple has done it in the past, not sure if they got sued or not.

Apple did get sued for slowing down iPhones, and had to pay $500 million dollars to customers.
