I imagine the computers at some Chinese internet cafe may have undercover police officers, so using their computers to spread viruses can be risky.

Doubt they need police when I'm sure all PCs gather logs.

It might be more effective to have police officers walking around a internet cafe, and seeing if someone is committing a crime. There is always a chance that someone knows how to disable the logs, or trick the logging program into logging the user doing other tasks like watching video.

China does have a lot of people, so I think a lot of people work as police officers which could be responsible for monitoring internet cafe for internet trolls, virus makers, and people who damage or steal computers at an internet cafe.

Now that I think about it, China may have secret police as well to enforce internet rules and virus making.

There is always a chance that the person sitting next to you could be a police officer. I imagine being a police officer is a very common job in China, and a lot of non-uniformed police officers go to internet cafe to play online RPG PC games which are very popular in China.
