Forums may prevent people from upgrading to a version of an AV which has stability problems if there are a lot of user forum complaints after upgrading their AV.

I think backing up a computer or copying the entire drive before upgrading an AV is important in case of a power outage or random problem which breaks Windows.

I think backup every 3 months maybe good enough for computers at libraries and schools which are mainly use for browsing the internet, homework, and searching for books to borrow.

I think many public computers don't let users store personal files, so using two storage devices, or e-mailing the file to yourself to have two copies of the same file is a good idea if you are using a public computer.

public use pcs shouldn't need backup, if anything they should get a monthly OS wipe to ensure no malicious stuff is left on them.
