It is risky, never used a random cable laying around. It can lead to trouble.

I wonder if a malware maker may hide malware in cables by making a very small memory chip which fit in the plug of the cable.

That would be people actually setting it up, people can craft a lot of sneaky stuff.

That is true, people can come up with a lot of sneaky stuff. I think laptops and tablets with a non-usb charging port could be safer from getting malware from a charger which has a usb drive on it which infect the laptop.

usb c port could be safer, since it is rather small. It be hard to craft anything for that.

I feel it maybe safest to use a battery powerbank to charge a smartphone or laptop instead of pluging it into a public charger to charge.

Only safe way, specially since its an assured way to charge. Never know when you could find a charging spot or not.
