I feel some of the public usb chargers could also secretly have internet connections since there are USB to ethernet adapters, so a criminal could be able to spy on your internet activities if the charger trick you to connect to the internet connection on the public charger.

Not sure about internet connection, usb c/lightening cable doesn't handle internet connection the best.

I think there are usb modems. I remember that my very old cable modem has the option to connect to the internet by USB instead of ethernet.

Not sure if there is a way? Always figured it had to be with a ethernet cable

I think my old cable modem with a USB port has a built-in Ethernet to USB adapter, and use software on the computer to convert the USB signal to a network connection. I guest it maybe similar to virtual network adapter programs found in virtual machine software like VirtualBox or VMWare.

Didn't think old modems did that, I know most laptops need a usb adapter to get ethernet cable adapter to connect.

I think most of the old Motorola Surfboard cable modems with USB connectivity were mostly sold to Internet Service Providers who have many subscribers with cheaper desktop computers and laptops which don't have Ethernet ports on their old PC when Windows 95 to 98 was more popular. Some people with cheaper Ethernet Switches with a few ports may of run out of Ethernet ports, so they may use the USB port to connect one more PC to the internet without the need to buy an Ethernet Switch with more ports or use Wi-Fi which was expensive in the past.
