I think most people buy their own computer fan air filters, and install the filter themselves to save money.

Most don't, even I slack sometimes on cleaning it. I don't think a lot of companies think of cleaning out PCs.

I think some schools with a technical support department or computer repair classes may occasionally clean out PCs because schools have less money to buy and repair PCs.

Free school programs might, I do remember taking out dirty PCs and giving them a good dust down.

I think some schools require students to volunteer for a few weeks before they can graduate, so students can volunteer by cleaning and doing basic maintenance and repairs on school computers.
Some students and teachers may clean their classroom PCs because they want to use programs, or play educational PC games without the PC overheating from dust clogging up the air vents on the PC.
Some schools may still use many use older computers and servers where the PC can be difficult to repair, and find replacement parts like older DDR2 RAM, PS/2 mouse and keyboard, and IDE hard drives at a local PC store, so some schools may clean their PC better to make the parts last longer.
