I think some people still buy older video cards if it cost $100 or less, so they can play more games which need a better video card to play games at 30 to 60 video frames per second. If you mainly use your computer for watching 1080P videos or Blu-ray and DVD movie disc, some older video cards may work good enough for watching 1080P Blu-ray movie discs. Depending on how old the video card is, it may even play 4K video files.

they do if they don't care about the latest and greatest. Which isn't bad in the age of constant updates.

I usually buy old and reliable video cards which are more affordable. I mainly just use my PC for watching video, and playing a few web browser and older games for fun.

I also use my PC for doing tasks like typing documents, moderating/admining and posting on forums and blogs, and e-mail, so I care more about reliability. I feel new tech has a higher chance of causing random computer crashes which is bad when I am updating forum and blog software, or posting a long post on forum or blog.

it does keep upgrade costs low when you buy previous generations.

This is true. You can end up saving more money buying older video cards, and the performance is better than the Intel onboard video chip.

plus they are in stock, unlike the new ones that are hard to make or being stolen.

I guest repairing older generation cards maybe easier because okder electronic parts like RAM, and cooling fans are easier to buy from websites like eBay which sell a lot of electronic parts like Video card coolung fans.
