I think a fast video card can help web browsers run faster since a lot of websites now have HD videos embedded on the site, and more websites have 3D games and animations embedded in the website.

I think that comes down to internet speed for loading websites that have a lot of videos, once you click on it, then you would need a good graphics card.

I read there are now external video cards which help with making computer's graphics faster.

Never heard of external ones, I wouldn't want one, they would be easy to steal.

I think external video cards are mostly used for newer laptops and mini computers.
I external video cards may more likely to get damaged by someone picking it up and dropping it on the floor.

I heard there are electronics companies which can waterproof electronic circuitboards, so they still work after they are soaked in water, but it will make the computer part cost more.
Using a metal case with the cooling fan on the bottom of the external graphics card may work at protecting the card from small water spills, but not flooding if the card is on the floor during a water flood from the ocean or nearby river.
