I agree 32GB is weak. But, 32GB SSD are cheap. 32GB of space is enough space if you mainly use a PC for web browsing, simple office work, and to use to watch streaming video on YouTube and Netflix. A lot of schools now use cheaper laptops with only 16GB to 32GB of storage because the laptops are mainly used to take quizes, take notes, read ebooks, and exams.
Most users who use a 32GB SSD usually need to use a USB external hard drive, or install a bigger storage drive on their PC if they need more space for games, video files, and bigger software programs like advance video editors.

I know there is a portal version of some programs like photoshop that can be light weight and yet powerful. You would need them if you do go with a low space SSD.

Photoshop's system requirements require 3.1 GB of free space if you use a Windows 64bit operating system according to Photoshop system requirement's website. If you use Windows 32bit OS, you need 2.6GB of free space. But, users would most likely need to use an USB hard drive if they edit many big picture files at once.
