They tend to pop up, but would need to constantly use a VPN to not be tracked down or traced.

I imagine a lot of people in less free countries may use CDs and Dvds which contain banned games and movies since you can hide them easily in Books, Music CD and DVD movie boxes.

True, they most likely get dvds of illegal stuff to pass on to others.

I imagine people in more restrictive countries may prefer disc because they can easily use DVD players and CD players to play banned video and music files, and use disc games to play on consoles without worrying about the government installing spyware on their computer when they use a non-internet connected device like a DVD player to play video files.

Yep, its the best way to not be tracked is to use offline media that doesn't require internet.

I read news articles that Cuba had a power outage, so I think people with a portable DVD player or laptop would still have access to their movies and video files as long as they have battery power.

Always good to have portable power or back up power for this stuff, specially if servers need to be kept running.
