I imagine a lot of cheaper un-opened slower CPUs like old Intel Celeron CPU which are no longer compatible with Windows 11 maybe sent to a computer recycler or computer thirft or used PC store because the CPUs are too hard to sell at a good price.

Most likely a thrift store for those who want to build older models.

I guest some people may buy lowend CPUs to use for making a tablet-like computer like a ATM machine or cash register for accepting payments.

Even if they do that, it would still take special soft to run or made to be run.

I think some ATMs and slower computers may use virtualization and thin client software to run an OS and software off a more powerful server.

It's possible, most places are trying to condense hardware into visualize stuff.

I think it is sometimes cheaper to have a lot of less powerful computers to run an OS off one server with thin client software than having many powerful computers to run each OS.
