Hopefully, not many program makers are re-using files like image and music files which contain malware in their programs.

I would think new program makers would fall into that trap and reuse infected files.

I think lazy and cheap program makers may also accidentally use infected files they found for free on a lesser known website.

I can see them cutting corners like that, only hurt themselves in the end.

I agree cutting corners will hurt program users in the end if they accidentally used infected programs in their programs. I heard some PC games contain rootkits to prevent game cheating, but the rootkit can be used by hackers to hack a PC.
I think some popular web browsers automatically scan for malware, and most popular antivirus and antivirus web browser add-ons/extensions may warn people that they downloaded an infected file, so the chance of accidentally using infected file may not be as risky compared to the past when most web browsers did not block malware downloads or scan for viruses within the browser with an virus scanning extension.

unless its a new infections, then most AVs won't pick up on that.

I think newer versions of Windows like Windows 10 and some Antivirus now block virus behavior, so it maybe picked up by the virus behavior blocker.
But, there is always a risk of downloading a bad file with a virus.
