Blu-Ray discs read speed is faster and hold more data than DVD, so it could be less annoying using disc based OS on a Bluray disc. Maybe having a second disc drive to run programs on another blu-ray-r disc can make using disc based OS feel faster.
There are also full size SDCards which can be set to read-only with a switch, so users can use a SDCard with a read-only switch to run bootable disc operating systems if they want faster read speeds.
Disc based operating systems could be useful to use if Windows on your PC got infected with spyware, virus, and malware.

Not sure if a daily user would like it, but I think it be great for critical systems at a business to use.

I think some average users who mainly use a web browser, calculator, notepad, and MS Paint maybe fine with LiveCD base operating systems.
Disc based operating systems could be good for public computers which random people use at places like libraries since users and malware can't change the settings which are burned onto a CD or DVD disc. Restarting the computer also remove malware which maybe running on a computer's RAM/Memory.

I know a few places that reset a pc quickly after use to ensure no malware get in the network.

I think Virtual Machines can be setup to easily reset the VM, so malware and 3rd-party programs are remove after the users restart the Virtual machine.

depends on some of their settings, some have active servers that can't be reset.

I think most Virtual Machine software can also boot off a bootable CD or DVD disc, read-only SD card, or flash drive, so users can use CD based operating systems in a Virtual machine, so they can restart the Virtual machine if they suspect spyware or malware is running in the RAM after browsing a virus infected website.
