I think Opera also has a built-in VPN. I heard VPN can make web browsing slightly slower.
I think Chrome has a data saver feature which claim to help you save data by compressing images to a lower resolution.

Depending on the settings it can also cause the internet to drop and become unusable, something bad if you're downloading or streaming.

I feel software bugs in VPN apps can also cause problems for slower smartphones and PCs.

I don't think they load too heavily onto a machine, but it can mess with an internet adapter easily.

it will mess up with whatever is being used, at least it used to back in the day. It's why most VPNs come with a kill switch for the internet.
