I think flashy graphics/animation, and the built-in antivirus programs like Windows Defender are making OS require so much storage space, RAM, and a fast CPU.
Online video players on websites can use a lot of RAM and CPU resources which slow down a cheaper PC in my experience. I don't have Slow down problems when I use Windows Media Player to play a offline HD video file or DVD movie disc.

It is flashy stuff, and mostly what W11 is which makes AVs run longer. OS should get simpler like it was back in the old days.

I think OS were faster because a lot of programs are not running in the background, and automatically updating.

You can disabled a lot of them in W10 by searching background apps in the search bar, sadly this feature was mostly taken away in W11.

I think some people also used programs like MSconfig, autoruns, taskmanager, and services.msc to disable background programs.
I read on a tech blog that there is a Windows Defender bug which is slowing down Intel CPUs by 6%.

Good old MS at work with that one. But the background apps is different from the task manger stuff and really does help.

I imagine turning off Cortana, voice recognition, Windows Store Apps, and touchscreen features could make Windows use less RAM.
