I agree with SetoTK. This is actually more of a patch then a new version of Joomla. It is like how there are so many versions of Firefox 3.0, 3.0.11, 3.0.4, etc there are no noticeable improvements, but they fix security holes, improve performance slightly, and fixes some bugs.
