It make more sense for young kids to watch Sesame street, the magic school bus, and popular mechanics for kids. Anime like hamtaro, pokemon, etc might also be suitable. But, the teletubies seems kind of weird for a young kid to be watching.
I enjoyed watching hamtaro when I was in 5th and 6th grade and could be watched by any age.

I agree Hamtaro was a pretty good family friendly anime.
