I like Google DNS at 8.8.8.8 and 8.8.4.4 since openDNS tends to redirect people to ad site when a page is offline or the domain has nothing.

most likely it, but it can create unneeded headaches.though as opendns sorted it is more likely a dns issue with users isp's
