Indeed, criminals rob copper wires, but Cable TV wires are also made of copper, or a similar metals, so criminal may also steal them as well.

But, I think telephone wires are usually hung on a pole which is high.

I think criminals are stealing all kinds of wires and metals unless there are more police officers patrolling the streets to capture thieves, and high cash reward for reporting criminals to the police.

I actually read a story about some thiefs who drove up in a unmakred van, wore construction like clothing and actually dug out a bunch of wires without being caught.

That is unfortunate. But, I think if they become too cocky they eventually get caught by the police, or an angry mob since it is not wise to steal wires which connect the internet, tv, and telephones to people's home. Especially these days with so many people being addicted to internet, and TV, so the addicts may get very mad, and gang up on the thieves.

I also read online that the US police are also becoming increasingly violent, and shooting, and pepper spraying non-violent criminals, so stealing wire on public land can be dangerous if the police are more violent.

police aren't more violent they are more cautious.

But I highly doubt the thief will strike again as they made off with a good amount of copper.
