I think it could be your power plan, and battery/power saving tech built into your laptop's motherboard, processor, and Windows which may make your laptop slightly slower because some laptops slows down its CPU, RAM, and video chip to save electricity, and battery life compared to a desktop computer which RAM, CPU, and video card is usually set to the highest speeds because most people who use a desktop care most about speed.

Hmmm, I always have my laptop plugged it so I would think the settings would detect that and have them run normally.

You can change your power plan to max in Windows 7 for maximum performance.
