Not even my most bustiest of days could come close to even using half of that.

I agree, most people will not use the full power of the Intel i9. But, there are some PC users who like the feeling of owning a very fast CPU, and want a CPU which would still be very fast in many years.

It be so fast programs would process before you click on them. I imagine a heavy gamer or GFX user could make some use of it.

This would be a good CPU for people with a lot of startup programs which startup automatically during boot up. This CPU is also good for users who run a lot of computer security, file backup and recovery, and file checking software on their PC because their files like source codes for a triple AAA game, or big software like MS Office are worth a lot of money, so keeping their files safe is very important.
I imagine rich people may also be using them because they have too much money, so they spend their money on fast gaming computers, and other tech.
The i9 maybe used for mining cryptocurrency like Bitcoin, or supercomputers which run simulations to predict the future's weather patterns.

The processor may help with doing other tasks like running the Operating System and other programs at a fast speed.
