I think there are QR codes which pretend to be Covid19 passport QR codes which scam users to visit a scam site.

Using a cheap tablet to scan QR code can be a good idea if your workplace or school require you to scan a QR code for some reason.

A non-important device would be a great way to test links, something easy to wipe if infected.

I think a non-important PC would be great for letting people use at your home, so you don't risk getting your main computer infected with malware.

Would be safe to do so, but most can't afford more than one pc.

I think there are virtualization software where you can make it possible for two or more users to securely use the same PC at once without risking the main computer from getting infected, but you need a more powerful PC, a cheaper PC called a thin client, Network switch, two keyboards and mouse, and a extra monitor. But, thin clients still can get costly since the cost of the thin client, extra mouse + keyboard, and monitor can cost a lot of money for users with less money.

That is true, most people may have problems setting up the software and networking settings to make it possible to securely share a powerful computer with two users at the same time.

I feel many home routers may also not be good enough for reliably sharing one computer with two or more users.
