I think some very lowend Netbooks still use Windows XP or Linux when Vista came out.

Some Linux and Windows XP users may of tried a faster PC at school or work, and the faster PC did not feel a lot faster than their old Linux and XP Netbook which maybe only be a few seconds slower at opening files and programs. I think a lot of older Netbooks use smaller storage size SSD, so users are less likely to install a lot of programs like Instant messengers, email clients, and chat programs which may slowdown slower computers when getting a lot of messages at once.

Programs like Cortana, Skype, Maps, and the Windows App Store may also cause some people to not want to upgrade because they don't want to use the programs, and the programs use up some storage space.

bloatware takes up a lot of space more than anything, kind of wish AVs would remove such useless programs.

I think some antivirus with system utilities programs can make it easier to uninstall Bloatware.

I guess some antivirus makers may also be the makers of bloatware, so they may not remove their own programs.
