128 is pretty bad, I can't imagine what those sounded like?

96 kbps WMA files sounded okay when I played some 96 kbps WMA files on older versions of Windows Media Player and Winamp.

Might be due to speakers not being good back in the day, these days newer speakers would make it clear on how bad the rate is on the files.

I think cheap speakers were not very good back then, or some people can't really tell the difference between 96 Kbps WMA files and higher Bitrate audio files at 192 Kbps.

Some can't, but I've listened to some songs closely enough I can always tell if there is a lack of quality.

I think some people maybe fine with a song as long as it does not have a lot of static and cracking sounds.

True, if people do see such stuff would make them go out and buy new speakers in hopes of it sounding better.
