I think most do have a tech section that should have stuff like that, I know my school had a section tech for dummies that had lots of helpful info.

I think some libraries also subscribe to tech magazines which sometimes recommend antiviruses. Many of the magazines are not too technical, so average people may understand it.

I don't see many tech magazines anymore, I think most have ended or gone online.

I also don't see many tech magazines these days. I think most of the writers may now write tech articles on tech websites, newspapers, Men's Magazine or write a book about tech.

It is pretty much websites these days for info, no need to spend money on a magazine really.

I think there are also electronic magazines which people can buy from websites. But, I think most people these days buy tech books on learning how to use operating systems like Windows or Apple OS X.

You can, but I don't see much point in paying for digital magazine when free info is on other sites.
