I do that as a several layer protection, seems to keep my system safe.

I think waiting a while before downloading new software and files from the internet may prevent getting infected if your antivirus is good at identifying new viruses.

That's the best practice really, I tend not to upgrade right away if it can be helped.

I think testing new software in many offline virtual machines with different antivirus software may help at preventing viruses from infecting your main computer's OS.

That takes time and effort really, not many places want to put in the effort to find such bugs.

That is true a lot of companies don't take the effort to protect their computers.
I think there are Linux antivirus scanner-only programs which also scan for Windows viruses, so I think using a Linux antivirus installed in Linux to scan new files before opening them in Windows may prevent many virus infections from happening in Windows.

I've certainly read horror stories of IT departments being targeted for budget cuts as it is easy if nothing happens.
