I'm guesing because most people who buy Dells, Acers, E-Machines, sony, apples, etc are not very likely to update their bios. They usually hire a techy to do it when they have to, and Dell, etc spend the cash they save on installing a cheaper motherboard to install 2 more GB of entry-level ram and a slightly bigger hard drive.
I notice mostly techies, computer enthusiasts, overclockers, and power users update their firmware, bios, and drivers.
