I feel people who run many emulators virtual pc operating systems at the same time on Virtualbox or VMware may also get the i9 for more speed.

Usually those run without the full power of a CPU, but I guess they can tweak the settings to make it run better if desired.

I think once a PC run many game console emulators, virtual machines, and other software the CPU can use a lot of power.
I think you can probably setup emulator and virtual machinex to run faster on faster CPYs like the i9.

Not sure if they can take the full power yet without some special programming.

Someone can probably create a mod or plug-in to improve the speed of Virtual machine when installed in faster CPU like Intel i9.

it would most likely be a plugin, like how most use one to overclock their system with an i7.

I think some Virtual machine software let users install custom drivers for video and CPU, so users can play PC Games on a virtual PC OS.
