Re: When is it time to upgrade?
I usually upgrade when my tech is too slow to run basic programs like web browsers, offoce suites, snd video players playing HD videos.

I had to troubleshoot this other PC, all the hardware on it was fine but the CPU, which was clear how badly it was lagging despite it having a SSD in it. Somethings can't be upgraded to be fixed.

Re: When is it time to upgrade?
I know a lot of cheap $200 laptops come with 32GB SSD, and come with a slower Intel Celeron, Pentium, and Atom CPU and 4GB RAM. I feel these cheap laptops would still feel slow after upgrading to 8GB of RAM.
Installing a Linux OS on cheap slow computers may make the PC feel faster.

I've sold a few of those to people, they come back a year later pretty much a paper weight.

I feel if they spent $400 on a desktop tower PC with a better CPU and more RAM, they may have fewer slowdown problems.

$400 doesn't get you far these days, maybe an i5 with a 128 ssd, it isn't much really.
