Almost has to be considering some of the PCs I've seen of late can barely open outlook lol.

I think a lot of people still buy cheap Intel Celeron and Atom CPUs which can barely run a web browser at a decent speed. But, people buy them because they are cheap, and may last many years of regular use because the CPUs are too slow where it is unlikely to overheat from regular use.

Sometimes they need something cheap to get by on basic stuff, still leaves them open to infections.

That is true, a lot of cheap computers can still get infected, and the antivirus which come with cheap computers are sometimes not good.

Some old pcs might be too old for newer viruses, but never know what is lurking out there.

I imagine some virus makers may still make a version of their virus to work on older operating systems to trick victims into sending them money, stealing passwords and usernames, or to use their computer to DDoS attack other servers and computers.

Most likely for government buildings that still use XP and windows 2000.
