I think newer CPUs, RAM, and SSD storage release in the future will make virus scanning faster.

SSDs alone will certainly help, but AVs do get more resource intensive as time goes on.

I heard there are cloud antivirus which uses the internet to scan for infected in realtime, and these online antivirus use less RAM and CPU resources.

I imagine when most people have fast and reliable broadband internet connections, many more antivirus will use an online server to scan for viruses on a user's PC in realtime.

That sounds really bad and useless if you don't have internet or your modem/router ends up infected

I think Immunet cloud antivirus also have a basic virus scanner which uses Clamwin/ClamAV free opensource virus definitions when your PC is offline.

Must have some kind of offline scans if the PC can be scanned while not online?

I think Immunet Cloud has a simple offline scanner which uses the ClamAV virus definition file, but you need to turn it ON.
