I think pcs were locked down back in the day and not many students knew what we were doing lol.

That is true a lot of PCs were locked down back then.

Though not as locked down these days as people become more tech savy.

I think people couldn't do as much on a PC back in the past when most operating systems like MS-DOS and Linux used command lines, so it is less locked down.

Plus, many companies and schools may replace their PCs more often in the past, so they may worry less about users messing up their PC because they were replace every few years instead of many years.

Depends on the company, some replace 3-4 years, some beat theirs 10 years into a life cycle.

I remember seeing libraries which still had Windows Vista computers, but I am not sure how old they were, and the library may just want to save money by re-using their Vista license key, and install Vista on bare bones computers which don't come with an Operating Systems.

The need for pcs are the library is thinning out as most people have internet access at home and on their phones. Not surprised to see some old units still running vista.
