Certain VCDS are encoded to have one speaker like the left speaker play mandrarin dubbs while the right speaker plays Japanese.
Windows media player, Windows media player classic, and other third party programs can play VCD disks.
It's kind of odd that Microsoft made Vista to require more steps just to adjust the Volume level on the left and right speaker.
