Is there a maximum amount of links per webpage before it looks like it is bloated with links?

I think a Webpage should have a round 1-20 links depending on what words needs to be linked and which don't. I find it kind of anoying when some blogs have like a lot of advertisements links have those windows with pictures and video that appear when your mouse 's cursor hovers over it.
