When designing a website.
It should be easy to read and find articles, clean, have consistent colour, and most importantly load fast.

Depends on the kind of site but general rules are.
Fast page loads (1-2 seconds max)
Easy to read
Easy use
and PLAN your site, many folk just go out there and make what they think is pretty when in reality it's just a horrendous collection of gif's and JS.
though even more generally..
When designing websites assume your target audience are idiots, i don't mean standard idiots i mean the sort of idiot that has trouble with doors and being able to realise when it's time to use the toilet not the seat there on.

What I hate are those websites that are nothing, but widgets, links, and pointless videos.
Plus, those websites that only look good in one browser also are troublesome.
