I notice a Russian lady :
http://www.hotforwords.com/ who teaches vocabulary online uses wordpress, and her site is decent looking , but do you think Wordpress will be good for making a website about something like entertainment, computers, etc.
I think one of the main reasons she used Wordpress Content Management because the title has "Word" in Wordpress.

your reasons are weird,
Wordpress is a blog system while it can be extended to use as a website (like just about everything else)
it all varies on how much time you plan on putting in, a CMS makes sites wayy easier to manage, but i tend not to use them as i find them to limited

I find CMS good for people who don't know how to code or do not code very well , and just want a simple website for posting content.
I find some CMS sites kind of slow or buggy when the MySQL database is slow or down a lot.
I find Html sites to load faster sometimes for some reason.

html sites will 9/10 always load faster than sites that depend on a database in some cases though it will not be noticeable,
CMSystems generally are to bloated for shared hosts, and requires to much BW, CPU, Memory.

I also feel that CMS are less secure since people pick easy passwords and usernames to l0og into their CMS like Admin Admin, or Admin password.

that's irresppective of what software is used and is more a human stupidity kind of deal
my passwords are generally easily guessable words then encoded a couple of times with a variety of salting methods to give that splash of colour.
though CMS's are more prone to attack because they are often opensource, and there code is easily veiwable
creating your own can be more secure providing you take into some "Correct programming procedures" and consider security as the top concerns.
though back to what ever the original point was, wordpress can be useds as a CMS, but i do not beleive it is worth the effort
