How important is it to update a CMS, blog and forum site?

I notice there are regularly updated versions of phpBB3, Wordpress, Drupal, Joomla, oscommerce, etc.
They are usually minor updates of the same version like 1.5.1 to 1.5.2 . They usually come out once a month .
But, I notice a lot of people don't update their web software, and their site seems fine.
