Yes, but it is very time consuming writing tons of quality unique and personalized 200-500 word count article related to your websites specific category like "Selling used Art on Ebay" to submit and send to article submission sites like

http://ezinearticles.com/
http://www.articlecity.com/
http://www.squidoo.com/
http://hubpages.com/

and a ton of other sites...

It is a good way of getting known as a knowledgeable person in your website category, and get a link back if someone decides to link back to your article or website from quality websites, so this will increase your page rank and you will get more traffic from people who are actually interested in your website content instead of random people from social sites like your Myspace friends who will just check out your site for fun, but would not join most likely.

I'm pretty sure with all the link backing I have done on my forum with all the game news that I have increased IGN's and G4's traffic. So I say yes that link backing to articles brings in members.
