Is it worrying when people join a site, but never posts?

Yes, since in my experience a lot of the people who join a website, but do not posts are usually spam bots or human spammers. which will start posting spam in a few days latter or weeks latter.
I think most people are smart enough to not join forums which they never plan to post at since registration takes a few minutes to complete if you include activating your account by e-mails.

I think there mostly people who thought the site was good, joined, then lost interest.

Indeed, or just join to gain access to the "members only" sections.

putting up a 1 post requirement can be a good prevention of that.

Indeed, unless the section is full of a lot of epic stuff like Anime wallpaper downloads and forum and website mods if it is a graphics forum mod. The requirement should be 5 posts.

depending on how high the quality of stuff is what you need to set post requirements.
