Anime is a term used for Japanese animations, or Japanese cartoons. Making an anime cartoon, leaving aside the Japanese origin is many times based on the style of the drawings. Lots of cartoons have been called anime or anime-based cartoons not because of the origin but because of how it looks.

it should be anime based on how well it's done.

I agree the Avatar series is pretty good. The Samurai Jack series is also pretty good.
