Title says it, what is the worst place to use a cell phone at?

I think it is rude to talk on a cell phone at a movie theater, and the light from the screen is distracting others from watching the movie.

Movie theater without a doubt, also in line at stores or food places.

It can also be dirty to use a cell phone in a food place because the germs from the screen, microphone, and buttons will spread to your fingers, and your food if you are eating fries, burgers, and chips.

It is also rude to use a cellphone while in a classroom, and using a cell phone for non-work related tasks at work when others are trying to study, or work.

I'll tell you right now, kids don't care. I've seen plenty use a cell phone (not talk) in class and even during tests.
