Thankfully there is some offline programs and online websites that do that, but it's a bit of a pain of a process to do.

I think companies wanted to save some storage space and bandwidth by using webp which file size are smaller. Web browser and tech companies may use webp to cause some people to update or switch yo their web browsers because their old web browser no longer can open webp images on a web site.

I heard some web hosts would ask subscribers to upgrade to a more expensive web hosting plan if a subscriber's website uses too much bandwidth, CPU and RAM. Using WebP could help with high cpu usage from loading too many big inages.
