I think VOIP is good because it is free, but usually a standard telephone line from a regular telephone company is more reliable because if the power goes off. your regular telephone still can call and receive calls because it is on a different electrical system then your home power in most cases, and your pesky family or friends can't mess with the modem for the regular telephone.
VOIP is cheaper and uses your internet to make calls.
http://www.asterisk.org/ Is a free voip software. If you are knowledgeable enough you can set up a free telephone service, but you have to pay to register a telephone number and 911 services. Plus, it is very configurable.
