Yes, since there isn't a good point to rewrite something twice. I also read somewhere if you register a bunch of domains to redirect to one page that it is frowned uponed by search engines because it makes search results repetitive.

no, you shouldn't post things twice on your forum. it could make finding things harder.

I agree I notice that very big forums have this problem when a big news story happen. Some people tend to not look if the article already exist before posting a new topic.
